MILLIONS AFFECTED,LIVES LOST FROM BEIJING FLOOD

BEIJING FLOOD
A twenty hour torrential downpour has wrecked havoc in Beijing. Thousands of people are evacuated from their houses as a result of the  rainfall.
The infrastructure in Beijing has come to a stand still as lots of cars are submerged. There are reportEd cases of land slides.
It is estimated that the flood have caused a damage of about 10 billion Yuan(£ 1billion).
Could Beijing's infrastructure be part of the cause?
